Make the sauce. Sauté garlic and ginger.
Add soy, water, and brown sugar. Bring to a boil then set aside.
Coat thinly sliced strip steak in cornstarch.
Dredge the steak in cornstarch. Season with salt and pepper then sear.
Add sauce back in and green onions. Cook until sauce thickens.
Serve over rice with sesame seeds.
